Landslides and flooding

ISPRA's national maps, which bring together the plans of Italy's river basin authorities.

What we use

Three datasets published by ISPRA (the Italian Institute for Environmental Protection and Research) on its IdroGEO platform:

  • Landslide hazard areas from the hydrogeological plans (PAI), combined into a national map (mosaicatura), 2024 version. Licence CC BY 4.0.
  • Flood hazard areas, national combined map, 2020 version, with three scenarios: frequent, less frequent and rare floods. Licence CC BY-SA 4.0.
  • Inventory of landslides in Italy (IFFI), compiled by ISPRA with the Regions and the autonomous Provinces. Licence CC BY-SA 4.0.

How we use them

The report checks whether the parcel, or the address point when there is no parcel, falls in a hazard area, how much of the parcel is affected and what lies in the surrounding 100 metres. It also counts the recorded landslides within 500 metres. The result is a hazard level with an explanation in plain words.

If there are hazard areas around the building, the section also shows a map: a square one kilometre across with the building in the middle, the areas coloured by level, the recorded landslides and the parcel boundary. On the website you can move and zoom it; in the PDF it is printed. The source and the licence are written on the map, as ISPRA asks.

ISPRA's flood hazard maps and the IFFI inventory are licensed under CC BY-SA 4.0: what we derive from them for an address, meaning the hazard level, the text and the map of the section, is distributed under the same licence, and the report says so under the section.

Limits

  • The national combined maps bring together different plans and have no legal value. The binding documents are the plans of the river basin district authority (PAI and PGRA) and the planning documents of the Comune (the local council).
  • The flood map dates from 2020: after some recent events the river basin authorities have updated their own plans.
  • The IFFI inventory lists landslides that have happened and been recorded, without saying whether they are still active.
