Piano stralcio per l'Assetto Idrogeologico (hydrogeological plan)
The plan in which the river basin district authority marks out the areas at risk of landslides and floods and sets out what can be built there.
The PAI is a legally binding document: its rules restrict or ban new buildings and some types of work in the most hazardous areas. It is drawn up by the river basin district authorities (Autorità di bacino distrettuali), and each Comune, the local council, incorporates it into its planning documents.
For landslides, the hazard is divided into levels:
- P4 very high;
- P3 high;
- P2 medium;
- P1 moderate;
- AA attention areas, where a hazard is possible but not yet classified.
As well as the hazard, the plan shows the risk (from R1 to R4), which also takes into account what is in the area, such as homes and roads.
ISPRA combines the PAI plans from all over Italy into a national map (the mosaicatura), which the report uses as a first indication. For an official check, the river basin authority's plan is the binding document.
