Certificato di destinazione urbanistica (planning use certificate)

The municipal document stating what the planning scheme provides for a piece of land: whether it is agricultural or building land, how much can be built and which restrictions apply.

The certificato di destinazione urbanistica, known as the CDU, sets out what the municipal planning scheme says about one or more parcels: the zone (agricultural, residential, industrial, public green space), how much can be built and the restrictions that apply to that area. You request it from the municipality's technical office, giving the sheet and parcel numbers.

It is governed by article 30 of DPR 380/2001, the Italian consolidated building act. The municipality issues it within 30 days of the request, and it stays valid for one year as long as the planning scheme has not changed in the meantime.

When land is sold the CDU is attached to the deed: without it the deed is void and cannot be registered. The exception is land attached to a building on the land registry, when it adds up to less than 5,000 square metres. For a buyer it is also the safest way to find out, before the preliminary contract, whether the land really can be built on as the listing says.
